Percentage of Agencies and Tax Question

Hi guys. I've just started applying online. Merong nag email sakin I think parang agency sya. They charge 3.5% from the total billing excluding taxes. Is that the normal rate for agencies? Contractual yung position (6 months). Yung tax ba sa AU for contractuals parang dito sa pinas mas mababa kesa kung regular employee ka?
