Visa extennsion or new visa application - no 8503 restriction

Got a question po. My sister is on tourist visa with no 8503 restriction. We would like her stay to be extended at thesame time hoping to get a visa with longer expiration since they might come back on April with her kids for vacation. Which is the best option for her? Visa extension or new visa application?
