I would like to answer each of your question:
- I don't use term "quaranteed' instead I use "chances" OR "possibility". There are several on queues on this group since it was under Pro-Rata restiction last year.
The last 65 EOI points invitation round is on April 12, 2017 with 34 invitations made and EOI cut-off date is November 19, 2017. link: https://www.border.gov.au/WorkinginAustralia/Pages/12-april-2017-round-results.aspx
So most likely a 60 EOI pointer will no longer get an ITA because of the volume of candidates in 2335 for next year program.

It says that if you lodge an EOI this day (for our group 2335), most probably you can get an ITA on January 2018 due to long queues.
For 190, I don't have the exact information. I think it depends on the procedure of each state.
Yes, you can apply both or (190 and 189) even more than two applications since in 190, there are several states to apply for. But for 189, you can only have one application. Swerte ka pa nga pre, kung 233512 yung occupation mo, it is the only occupation in group 2335 that is not on caveats restriction, meaning pwede ka for 190 kami ay hinde. 🙁

It will provide updates from time to time. Always look for the cut-off score and cut-off date on each invitation round. You can anticipate your ITA given the number of invites made and the progress of EOI cut-off dates per round. Invitation rounds will be made on each 2nd and 4th Wednesdays of the month. If your occupation is under Pro-Rata, it will have separate updates from the common. (updates will be 1-2 weeks evry after invitation rounds)
