I doubt migration agents offer scholarships, they can also assist you with the process but I don't they can assist you with what you want. You'll have to do the heavy lifting yourself--do extensive research if you really want to study abroad. Figure out the course you want, then find the school. Most universities offer scholarships to International Students (rare yung scholarships specifically for Filipinos, so you are competing with other foreign students); you'll find information about available scholarships in their respective university websites.
