Yes, you can renew your NBI clearance even without CO contact. That way pag review ng CO and saw na valid lahat ng requirements mo, mas mabilis yung processing.
Just be mindful that police as well as medical clearances are time sensitive documents which are usually valid for 12 months. The date of entry is usually determined by the expiry date of these documents (which ever comes first). The problem with this is if these documents are provided too early, the applicant will have little time period to prepare for the big move…ie if police or medical certificate is 6 months old when visa is granted then the visa holder wI’ll only have approx 6 months left to enter Australia. With the cases we’ve handled, we usually wait for the case officer to request these documents as this signals that the application will soon be decided on. This way, applicants won’t need to spend another fees re-doing the police and medical certificates. Also, when the visa is granted, the visa holder has about a year deadline to enter Australia, giving him/her ample time to prepare for the move ie work longer to save more, look for job prospects in Australia, etc.

Na case officer contact sa December 15, then provide docs police and medical clearance, you have 28 days.
Then pagkaprovide niya yung document sa January 1, Then maaprove ang visa niya ng August 2022, ang remaining time remaining ay up to December 2022 para magentry?
Lahat na dumating dito sa AU after 14 December 2021, expired na ang police clearance and medical clearance after grant noong 2019, 2020, 2021 before making first entry.
I think you’re referring to those who couldn’t enter due to pandemic. There were exceptions during this time.

Where there are exceptional and compelling circumstances which have prevented the visa holder from complying with the 8504 condition and the visa is not cancelled, officers will need to provide the visa holder with a letter to facilitate travel that will include the date of proposed travel.
To determine the proposed date of travel officers are to consider the validity of health and character clearances on file. Officers should also consider any extension of the initial entry date as outlined in PAM3: GenGuide B - Non-humanitarian migration (offshore & onshore) Visa application and related procedures.

The department always considers validity of police and health checks whether at visa grant or after….and as mentioned there were exceptions during the pandemic when borders were shut.
Point here is - it is always advisable to wait for the case officer to request for these documents if you’re applying from offshore. Nothing stops an applicant from providing these ahead but he/she will be responsible for the extra financial costs if the Department requests to submit new ones.
