Parehas lang kasi more or less ang visa fees for PR and TSS. Ok lang kung sasagarin ang TSS timeframe before applying for PR kaso sayang din ang time at considering na immigration laws change almost every year, the earlier maging PR the better.
From the looks of it, you can have 2 options for him to be able to join you by that time. First is for the 190 visa grant to arrive by that time. The second would be for him to enter as visitor sometime August so that he can "request" for a bridging visa to allow him to stay after his visitor visa expires while waiting for the grant. Admittedly, I am not sure about this second option because normally bridging visas are given to those onshore and has applied to another substantial visa. In your husband's case, the application for a 190 visa came before applying for a visitor visa and wishes to extend. Maybe others can enlighten the matter.
