Yes, that is what a dummy ticket is. I have applied for business visa in three different countries (US, India and now AU) and they all require a dummy ticket. And in fact, when I applied for a US visa, it is clearly stated in the guidelines that the ticket need not to be finalized yet at ganon din sa case ng hotels - unconfirmed/unfinalized hotel booking. I think, their purpose is to make the applicant familiar of the costs of traveling.
