Hi @tympanic123. @gerard is right, if you already have an NBI record from 2014 onward, you won't need the finger printing part. You just have to go request for NBI clearance online.
I somewhat did the same as what @brodpete77 had shared in here. When I went to Phil Embassy in Abu Dhabi, they asked me to do the following steps:
Fill in two forms that they provided: the Special Power of Attorney form and the NBI form. On the SPA form, indicate the full name and address of your appointee (representative na maglalakad ng NBI clearance sa Pinas).
Bring the NBI form to Abu Dhabi Ministry of Interior. There's a small section there just outside the Ministry that is intended for finger printing. Pay AED 55.
Go back to Phil Embassy AUH, submit the two completed forms (SPA and NBI) together with your passport copy and the passport copy of your appointee named on your SPA. Pay AED 100 for each form per person. I processed this with my de facto so we paid AED 400 in total.
Wait for 3-5 days for the Embassy's Consul General to sign your SPA and NBI forms. Use the receipt to claim the forms on the specified date.
Send all the forms received from Phil Embassy AUH to your appointee in the Philippines. We sent ours through LBC.
Instruct your appointee to go to NBI Main Office with the forms. Provide your email address as the officer will make an online NBI account for you (if you don't have one yet) for updating their database, future reference and possibly future online NBI clearance requests.
The officer will ask your appointee to come back after 7 days to claim the NBI clearance. Though this is what happened to our application of NBI clearance, I saw that the clearance was printed on the same day of request. As to why they asked my appointee to come back after 7 days to pick up a document that was finished in the same day of application, no one would ever know. Let's just say it is bureaucracy at its finest. ๐
