You've been invited for 189 already so your EOI is already locked. Hindi ka na pwede magpalit ng details mo dun.
Come to think of it, baka hindi na pala applicable yung inputs ko earlier since magkakaron ka pala ng change of circumstance since magiging onshore ka na. Maybe best wait for others na same experience as yours, or baka si ma'am Rhea can provide a definitive response to your queries.

HAHAHAHA. ngayon ko lang na realise na may ample time ka pa to lodge it and andito ka na nun. to make it simple, kapag magla-lodge ka na ng 189 application, through online.immigration account un (within 60 days of receiving the invite - hindi to naka anchor sa expiry date ng EOI mo) and yep - attach ka lang ng cover letter mo explaining that before you got here, you received an invite for 189 resulting to change of address and contact details. you don't need to include the changes resulting from your AU job kasi i'm pretty sure hindi mo un sinama nung nag EOI ka for 189, though pwede mo banggitin sa cover letter mo but emphasise na no points are being claimed from this AU job.
for PCC - well, depende to kung i contact ka ng CO mo, then lumampas ka ng 12 months dito sa AU. then need mo kumuha

naisip ko kumuha agad ng Au pcc once pagdating ko para pag nagrequire meron agad ako maisubmit.

i suggest AU PCC - saka mo na kunin kapag hiningan ka ng CO mo - malay mo hindi ka hingan kasi i process agad visa application mo less than a year. mabilis lang to makuha, like 2 weeks? online processing lang sya.
ung sa dubai, depende kung gano katagal makuha. kasi baka kumuha ka, then mag expire bago ka pa hingan ng CO.
lol, i know medyo contradicting ung two statements ko - but it boils down kung kelan ka ba hihingan ng CO mo, as these docs are time sensitive. sayang kasi bayad kung hindi mo magagamit or mag expire lang
actually sir medyo confused ako sa Aus pcc.. kasi dubai pcc for sure ma rerecieve ko yun this week kasi mabilis lang sa dubai. so meaning pwede ko ng ilodge once my dubai pcc na ako?. parang natatakot lang ako baka bigla ideny if di ako mag submit ng Aus pcc din hehe.. yun di ko nlang sana iintayin, but yeah my nabasa din ako na required lang ang pcc if i wokred/lived at least 12 months in a foreign country..

mag lodge ka na pagdating mo sa AU or kahit nga nasa pinas ka, pwede ka na mag lodge, regardless kung andito na ung either/or AU and Dubai PCC mo. remember, you only have 60 days after you were invited. PCC are ok with the Case Officers (CO) na hindi isama sa initial set of documents na ipapasa mo for the 189 visa lodging. kadalasan kasi, pina follow up lang nila. ung iba dito kumukuha lang upon request ni CO. ung iba, nag eestimate ng time kasi nga kadalasan 12 months validity lang. sayang pera kung ma expire. ung Dubai PCC mo, kung makuha mo agad, submit mo na, pray na lang na wag abutin ng expiration bago ka macontact ni CO/ma grant ng visa.
and hindi ka nila idedeny dahil wala ka pang AU PCC - bakit? eh wala ka pa namang 12 months dito sa AU.
