Mining Engineer here who lodged an EOI for 189 (85 pts), 190 (90 pts), and 491 (100 pts).
Just in case you haven't submitted an ROI yet, open yung occupation mo sa SA for offshore applicants with at least 8 years work experience. May mines in SA, so hopefully you'll be able to find a job there.

Yes, you need to submit separate application per state for 491/190 visa
SA NSW and VIC you will need a pre-invite bago ka makakapag submit ng ROI sa pagkakatanda ko. before same din sila ng other states na need mag submit ng ROI besides sa EOI.
Hi po, erratum lang. pre-invite is usually being given if you submit an ROI. Pre-invite means that you are able to satisfy the state's requirements when you register your interest, hence, they invite you to submit the state nomination application (either 190 or 491). However, it is still not an official invite yet. After you lodge your state nomination application, you will wait for the ITA (invitation to apply) from skill select as well as from the state you're applying for. Once you receive an ITA, that's the time you can officially lodge your visa in immi site.
