Is he a fresh graduate? If so, which uni? What kind of work experience does he have in the PH? Is he looking to stay in Australia temporarily or permanently?
If he wants to upskill, student visa is definitely an option. It's relatively faster to get a visa as a student, although it will be expensive.
If he wants to migrate permanently, he'll have to see which occupation matches his education and work experience. He can't do a skills assessment for electrical engineer occupation at this point because Engineers Australia requires work experience for the CDR assessment.

It's possible to get a training visa or temporary skill shortage visa too, but the likelihood of getting one depends on your brother's profile and the demand for his skills.
