Your sister-in-law can come over on a tourist visa to spend time with your family, provided she meets the requirements for the visa.
However, if she comes over for the sole purpose of taking care of your kids it might be viewed as modern slavery. A person on a tourist visa isn't allowed to do paid work and if immigration sees this as unpaid labor, doon papasok ang modern slavery.
Iba ang culture nila dito, so they won't really understand why someone who is of working age and isn't closely related to you will agree to do childminding for free. I remember seeing at least 2 news items about Filipinos & Indians in the past 2 years who were charged with modern slavery, so ingat ka lang on how you explain why she's coming over.
It will likely be easier to ask your parents to come over instead of your sister-in-law since it's common for grandparents to want to spend time with their grandchildren who live here.
