You can wait for CO’s instructions , it will be costly usually higher than the visa cost
if partner has not taken any english test , a minimum functional level of english can be provided by requesting the University he attended to issue a certification that english language is the medium of instruction
Usually at the end of processing , your CO will ask you for your partner's functional English proof or pay the VAC. If you chose to pay, you will find an invoice in your IMMI acct (or your CO will email you)
If you just want to give it now, you can ask your CO (once you have it) if he can generate an invoice for you, but there is a chance that he won't issue it because if you pay now and later for some reason the application is refused, then you'll ask for a refund of the VAC charges . Generally only after all things has been considered they ask you to pay for it.
