Sa ngayon kasi 189 and 190 NSW lang EOIs ko since I have relatives sa Sydney so I prefer NSW. But since closed pa rin ang NSW, I want to lodge EOI din sana to other states pero worry ko naman if allowed ako mag-work sa NSW kung sakaling ma-grant ng visa.

The visa itself allows you to live and work anywhere in Australia, as it is a permanent residency visa. The same applies to the 491 provisional visa, but only within the designated regional areas in Australia.
Let’s say, for example, in Victoria, someone might tell you that it requires a commitment of 2 years of living and working in that state. Yes, that is 100% correct, BUT it is only part of the nomination process. Once the visa is granted, such as the 190, you must adhere to the conditions attached to your visa, which you can view on the DHA website or on your VEVO copy. You will notice that there are no words like “commitment,” “live and work in nominating state,” “2 years,” or anything about affecting citizenship. These requirements only apply during the nomination process and are no longer applicable once your visa is granted. State nomination approval is different from DHA invitation/visa approval.
