If yes then you have a few options. Considering your occupation, your best bet will be NSW and QLD. Currently they do not need ROIs (AFAIK) just check the following website:

If you are onshore, most states will only invite applications coming from their own state. Also better check if you need to send an ROI. (Registration of Interest) per state. VIC does this.
Basically, what has been recommended before is: Create an EOI for each state, then register for ROI for states that require it.
If you are doing this DIY, then be prepared to read a lot.
Hello! Thank you for answering. Yes po. I am offshore. So far, 189 ad 491 for WA palang ang na-submit ko na EOI kasi I'm weary to create and send EOIs for other states, especially ung 190 kasi hindi pa ako maalam what are the conditions.

Yes. EOI and ROIs are free.
AFAIK.
NSW no other requirements.
For QLD, upon nomination need mo maprovide ng source of funds.
For ACT, need mo naman magconduct ng research na may trabaho ka sa ACT.
For NT meron din ata source of funds requirement pero, there is a stipulation na di mo naman need ipakita na mayroon ka funds, just a statement ata.
For SA, if offshore ka need mo macheck yung occupation list nila if eligible ka.
For VIC, thereโs just an ROI.
For Tas, alam ko they are not accepting offshore applicants.
