In my opinion since both states are picky, better na mag create ka ng 2 EOI, then specify each state for each EOI.

Hello! I'm backreading and nabasa ko itong note na ito. So walang kaso pag dalawa ang EOI sa system right? Nagpasa kasi ako ng visa 190 for SA last July 6 however SA doesn't want to have other Visa option pag nagpasa ka sa kanila. "Seloso" daw sila e. Then last week I had a points for English Exam + 10 points, total now is 65. I created another EOI for Visa 189.
I hope walang kaso ito if ever nagkaron me ng invitation and nagka CO na ako. Nakakatakot kasi baka madeny ako pag naglodge na ako because two ang EOI ko.. 🙂
