Share ko lang yung experience ko and I hope it can guide you. Nasa OZ na po ako ngayon, so I can say that I did the right method. Yung execution ko po nito ay based sa interpretation ko sa mga information that I gathered.
Categorize ko lang ang most common cases ng mga galing Saudi:
<b class="Bold">A </b>- nagproper exit
<b class="Bold">B</b>- hindi nagproper exit like nagbakasyon at hindi na bumalik at iba pa.

Take note of this information:
"<b class="Bold">Applying outside Saudi Arabia</b>:
<i class="Italic"><b class="Bold">Non-resident non-Saudi citizens</b> are <b class="Bold">not</b> currently able to obtain a Certificate. In these circumstances, the following documents should be provided to the Department:
copy of your current and old passports, including any entry/exit stamps for Saudi Arabia
copy of resident permits and final exit documents held for Saudi Arabia
work reference from previous employer/sponsor while resident in Saudi Arabia.</i>
NOTE:
If case <b class="Bold">A</b> ka, you can submit the final exit visa as your supporting document. PERO, if case <b class="Bold">B</b>, wag panghinaan ng loob at may paraan pa rin.
<b class="Bold">Second</b>
Gather all documents na nagpapatunay na you lived and worked in Saudi <i class="Italic">(magagamit din itong documents for proof of experience)</i>. Ito po yung mga documents na nagather ko dati:
Employment contract
Payslips
Promotion letter
Medical Insurance card
Iqama (photocopy)
Exit stamps sa passports (Final Exit Visa if meron)
Drivers License
Reference letter from dating co-worker
Character statutory declaration (refer to this website: https://immi.homeaffairs.gov.au/form-listing/forms/character-statutory-declaration.pdf)
Employment self statutory declaration (if wala kang employment cert, pwede ito in-leiu.)
(if meron pa po kayong document na you feel ay relevant sa case nyo, isama nyo na rin po)
NOTE:
- HIndi po kailan na notarize. Colored scan lang po at make sure to translate the documents to english if it's in Arabic (like items 5,6 and & 7). Maghanap sa google ng " NAATI Accredited Interpreter ". In my case, dito ako nagpatranslate. :

- Yung mga statutory declaration, kailan ay signed by an authorized person. Sa Australian Embassy po ako nagpunta. (Sa case ko, sa Singapore ako dati at 24SGD po yung price ng papirma dun. Hidi ko po alam sa ibang country)
For case <b class="Bold">A</b>: sana nakakuha ka ng employment cert. If hindi, like case <b class="Bold">B</b>,refer to item no. 8 above. It would help if the person na gagawa ng reference letter ay trusted mo lalong lalo na if you are case <b class="Bold">B</b> (<i class="Italic">incase na tatawag ang CO mo to verify</i>)
Also, yung gagawa ng reference letter, hingan mo rin ng any proof of employment like company ID at calling card.
<b class="Bold">Third</b>
If may EOI ka na at in the process of uploading your documents, e-submit mo as "Evidence of Character" yung character staturoy declaration , exit stamps (with transalation) at reference letter /employment letter all in one PDF file and make sure na within allowable file size.
After that, wait for any CO contact. HIndi ko nga lang alam kon gaano katagal maghihintay pero sa case ko 2 months after I submitted all my documents before I received a CO contact asking me to answer a "Questionnaire for Penal Waiver" <i class="Italic">(at this point, hindi ko lang alam if meron bang may case na hindi na nakatanggap ng questionnaire at binigyan na lang ng grant)</i> . After ko po nasubmit yung questionnaire, it took another 3 months before I received the Visa Grant.
Kaya wag po panghinaan ng loob. Sana makatulong tong post ko.
