d. currently working in SA for related occupation
489 has two streams, relative sponsor and State sponsor. Relative sponsor is NOT applicable to you since you occupation is not in the list of occupations eligible for relative sponsor.
Not sure kung alam mo ung differences ng 190 at 489. Based sa notes mo above, mukhang tama nmn ung calculation mo pero if you will opt for 489, you will get 80 points without partner's point and considering na ma-assess sau na work experience ay 8ys and 7 each lang ung ielts.
State Nomination = 5 (if 190), 10 (if 489)

It depends kung time ba ung priority mo at gusto mo na magsimula ng process (maybe go for 489) or willing ka to wait to achieve a higher score sa english test and/or for your partner to get skills assessment (maybe go for 190).
190 is permanent state sponsored visa, 489 is a temporary visa for 4yrs with pathway to PR after 2yrs in SA and 1 yr full time work.
