fgs @johnnydapper state sponsorship is processed by the sponsoring state and will inform DIBP once approved and subsequently invite you to apply for the visa. All visas( ie 189, 190, 489) are processed by DIBP and are allocated accross processing offices around Australia and the processing time are the same regardless of which state sponsored you. For indicative processing time, check homeaffairs website or your immi account
