I think CO will only be allocated kapag nag bayad kana and that's the only time na I mamarked nila as complete ang application, meanwhile puede mo basahin lahat ng information na ginawa mo before payment/lodgement para sure na wala ka na miss and tama lahat.
By the time na maka lodge kana, you will be given your TRN and that is where mag start ang uploading mo ng required/suggested documents as well as yung medical mo puede mo na gawin while waiting for your CO.
