Scan ko yung letter na unopened at upload ko, especially in the area na may nakalagay do not open.
Tapos maybe an additional letter to say na iopen mo once you receive instructions from CO. This will inform CO na you have it with you and you just cant open.
Pero sa mga nabasa ko dito - http://www.canadavisa.com/canada-immigration-discussion-board/japan-police-certificate-t119914.0.html --- seems it is not really a big deal, especially kung sure ka na wala ka namang criminal convictions sa Japan. Maybe it is really okay and a lot of people already did this.
