@wolfbomb, sa pagkakaintindi ko, RPL if the IT content of the college degree is zero to minimal (e.g. Accountancy). In your case it might be considered an IT course to some extent and like what @J_Oz have said, it all boils down to how much IT subjects are present in your course syllabus. Based from what I have read so far, once ACS provided the Skills Assessment result, it will also include an educational assessment. If they find your course lacking a certain amount of 'IT-ness', most likely you will be referred to other assessing authorities as a form of remedy (e.g. VETASSESS).
But, in the event that ACS is able to give opinion about your educational achievement (favorable or not), I believe you may no longer be allowed to seek another education assessment from other assessing authorities (e.g. VETASSESS).
