As far as I know they will still assess yung degree, they will determine it as bachelor or diploma equivalent. If his work experience will be not closely related they will deem him unsuitable for migration. Take note yung requirements for skilled migration are:
You might be eligible to apply for this visa if invited. When we sent your letter of invitation, you must also have:nominated an occupation that is on the relevant skilled occupation list
<b class="Bold">obtained a suitable skills assessment for that occupation</b>not yet turned 50 years of age
achieved the score specified in your letter of invitation based on the factors in the points testat least competent English.
So if you're aiming for the following visas 189, 190 and 489 your husband is required to have a suitable result in skills assessment.
