I understand where the agent is coming from - that ACS usually gets in touch if they need anything else. Hence, they assumed it would have been the same with your case. However, it’s also an agent’s responsibility to make sure that the client is submitting a decision ready application. Meaning, the application is backed up by all the documents required. If my office would have been faced with this situation, I would very much be uncomfortable to submit an application if documents are still not complete. Would normally tell the client to either - we won’t feel confident to submit until evidences are complete or we can submit them but risk the possibility that they may not follow up and make a decision straight away, that’s the case officer’s prerogative, something agent shouldn’t always assume. You should have been given options and decide on it yourself.
Unfortunately, Hindi mo na pwede ihabol yung insufficient payment evidence since they have made a decision na and this requirement is very clear on the guideline so there is no excuse for failing to not complete the documents.
I’ve heard from other agents how strict ACS had become recently as there has been an increase of negative outcomes lately mainly due to non-compliance.
