Sharing our case for the e-appeal application.
I am the main applicant while my wife, currently working in Singapore, as the secondary applicant/dependent to our application. We have not yet lodged our visa application as we planned of front loading all required documents. Hence we do not have yet any visa application confirmation as supporting letter to my wife's SG COC application.
We filed an appeal with only the following documents as evidence:
ITA (With the main applicant's name only)
ROM Marriage Certificate (because we got married in SG) + PSA Certificate of Marriage in one file.
We indicated the following statement on our application:
"I, (Wife's name), Filipino of legal age, currently residing at (Singapore Address) would like to request for Singapore Police Clearance in support of my application together with my husband, (Husband's name), for a permanent residence visa in the country of Australia which requires the submission of police clearance certificate for all countries stayed by 12 months or more.

In support to my request for the police clearance, I have included the invitation to apply sent by the Australia Government Department of Home Affairs to my husband who is the primary applicant while I am the secondary applicant. Additionally, our certificate of marriage is included as well for reference."
She applied last October 14 (Sunday) and got the approval October 16 (Tuesday).
