Help! Applying for Skilled Visa with no College Degree - Possible ba?

Need ko sana help and advise about getting a Visa for my Sister and her family.

Bale my Brother-in-law has 20 years experience pero nde cya college degree holder.

Meron siyang 10 years experience dun sa Occupation code pasok sa kanya.

He is 39yrs old and will turn 40 later this years.

Pa advise naman kung ano steps / procedure na pede nya gawin para makakuha ng permanent visa status sa Australia.

Like for Bricklayers, Carpenters, etc... "AQF Certificate" equivalent ang requirement which does not require a Bachelor's degree...

Pero he still needs to be assessed by a relevant authority to determine his eligibility and points that he can claim
