Yes sir. Try mo mas mabilis at cheaper way yan kasi you don't have to go through additional fees (authentication, courier). Yung DHL services pa lang magastos na. I'm quoting an instructional post from that thread.

Hello Guys,
I would like to share my personal experience in getting police certificate for UAE. I never expected that the process is so simple and it costs 320 AED only. You should have your Emirates ID # with you which you held when you were a resident there ( doesn´t matter if it has expired)
Go to Dubai Police Website www.dubaipolice.gov.ae
Go to Services -> More
Click On Police Clearance Certificate
Click Access Service
Select 'Outside UAE' in 'I am located?' section
Fill out all other information and in "Do you have Emirates ID" section, select "Yes" and then input your
Emirates ID which you used to hold while you were a resident there.
Upload your Passport, Photo and Residency Page Copy
Click Next
Enter your Address (Can be your current address in any country)
Enter Payment details. Card being used should be a GCC card.
Thats it. One the payment is submitted, you will get certificate in your email in 1-2 days. They cross-check your information using Emirates ID number.
I hope it helps.

Hope it works out for you in the end. FYI, you can also pay using non-GCC cards. I was able to use my BDO debit card to pay. All the best.

@sicntyrd Wow! Glad I saw this thread. Sobrang thank you po sharing your experience in obtaining dubai police clearance. I myself is in similar situation with archdreamchaser, im out of uae already and here now in Philippines for an extended vacation. My EID card just recently expired end of December 2018. I'll try and do the above procedure although i haven't got any ITA yet. Is it wise to do this obtaining the dubai police clearance at this early period? I'm still in the vetassess assessment stage. Thanks again and God bless you.
