TBH there aren't a lot of scholarships in Australia that offer full tuition cover for international students. You will have to apply to a specific university for admission and then check if they offer any full-fee scholarship for international students, and for a bachelor's degree level. Each university have different start/intake dates, so you will have to do your due diligence which universities will fit your timeline.
Australia Awards is the only scholarship I know that can offer full tuition cover, but that one is for master's degree level and application timeline is usually a year before your intended study. Australia Awards is also very competitive, so you do need to research well on what makes a good application for the scholarship.
