Ang galing naman means savings sa annual budget ng isang bansa. Puede din na sobra sa target tax na nakolekta ng gobyerno para sa annual budget ng bansa then tinatabi nila ito as reserve. Kung may budget surplus ang isang bansa means maganda ang sistema ng gobyerno at Maganda ang ekonomiya. Gagamitin ng gobyerno ito para kaagad hindi makaapekto sa crisis mula sa europe at america.
