Another question, why Tasmania? I mean if you are going to study, check South Australia, they have more occupations in their list which only for international students who studied in SA and they have waivers on some of the state sponsorship requirements.

Check social work course, they have masters degree but i have heard some universities have strict rules and pre requisite requirements before they accept applicants but its worth a try.
As of now, for social work, aside from english, you do not need work experience to get a positive assessment. So if they will not change their rules, once you finish your masters, and u have met the english score you can apply for an assessment and most likely you will get a positive one plus social work is not common and not many applicants. I know someone who finished masters of social work early this year, she only had 60 points but was invited straight away after lodging her EOI
