For us in the group 2335, most of the competitors EOI scores are 65 points. So most likely 60 pointers have limited chances to get an ITA. The last 65 points invitation round was last April 12, 2017 with an EOI cut-off date of November 19, 2016.
The reference analysis (could be accurate or perhaps basis of prediction), if you just submitted an EOI with 65 points last April/May 2017, most probably you can get an invitation in January 2018. For 2017-18 program, if the initial invitation round (July 5, 2017) EOI cut-off score is 65 points, the first ones to get an ITA are those EOI date is near after November 19, 2017.
This is somewhat accurate if there are no significant changes on the MLTSSL and the competion of the number of applicants. There might be changes to happen since DIBP has not released the official list yet for 2017-18 program.
