Hope someone can give some insights on this:

My friend received a pre-invitation last October 17 for visa subclass 190.
However, after checking the state nomination requirements she ticks all of them except the contract of employment part.
She is applying offshore. Occupation is industrial pharmacist.
Obviously, she won't be able to complete the application for nomination as she won't be able to provide required documentation for employment contract.

This is the sad truth po, job offer is required. Unless your friend can get an employer willing to provide a job offer within the 28days application window.

Only 491 doesnโ€™t require employment contract. Such a shame that the allocation will be wasted. Unfortunately no way around it.

    Copied

WA FY Allocation = 2350 places

WA has issued 4188 preinvites so far this FY.

Last year WA issued 3X the number of preinvites vs. number of actual allocation used (multiple invites per person, 6M contract missing etc.). So a 33% utilisation ratio.

We can assume a higher, closer to 40% utilisation this FY as applicants are more cautious and conservative.

So WA has consumed 0.4 X 4188 ~= 1675 allocation used so far.

    Remaining = 2350 - 1650 = 500

โ†’ WA will likely do one more small round this FY (between 300 to 500 places)

Likely in Jan/Feb/Mar, and then it will go silent till June 2024, in terms of preinvites (unless state allocation is replenshied by DHA).

    Good luck to all

WA migration has closed a day ago and I may not seen an invite coming in into this platform. Anyone had the invite but did not share here , i guess others will feel it is a personal choice though, i can say WA is pretty much shut off to Offshore applicants even to construction professionals who they said is an urgent need ,with what i can quote from the WA Premier ,** they can't reach these professionals in offshore due to the reduced quotas.** It is true to the core ,a reality for many now .

It will help others who are in this journey to be aware of the political aspect can have ripple effects to future applicants. We could have used this insight to be able to use other migration pathways and not rely on one single state, although it may feel that many of certain requirements fits you, it is disadvantageous to set filters and choose a single state in this domain.

Although WA is closed at the moment is good and a perfect time to launch an expression of interest when all other applicants are busy getting the buzz around other states still open. In this case, you will gain seniority in regard to EOI initial date of submission for next FY once WA opens up B)

Cook demands 10,000 more skilled migrants to WA after Commonwealth migration program slashed numbers to 2350

Ms McGurk said WA, as the โ€˜engine roomโ€™ of the nation, needed more skilled workers. Credit: Andrew Ritchie/The West Australian
The Cook Government has told its Federal counterparts it wants thousands of more skilled workers to head west under a Commonwealth migration program that has slashed numbers to just 2350.

WA has nominated 10,000 as the number of skilled workers it wants to bring in during 2024-25, with bricklayers, carpenters, electricians, plumbers, surveyors and health care workers just some of the jobs that are high on the list of priorities.
With WAโ€™s population set to hit three million by the end of the year, WA is desperate for skilled workers to build houses and work in specialised areas, such as health.

โ€œWe are committed to creating local jobs for local people, but skilled migration is also a necessary part of the mix to fill vacancies and keep our economy strong,โ€ Training and Workforce Development Minister Simone McGurk said.
โ€œSmall and medium-sized businesses, in particular, have made it clear to us that attracting key skilled workers to Western Australia is absolutely critical.โ€

Under the State Nominated Migration Program, the Commonwealth allocates visas to the States.
In 2022-23, WA was allocated 8140 places in the program.
But that was slashed to 2350 for this financial year, despite WA requesting an increase to 10,000 places.
Itโ€™s understood the Cook Government has again asked for 10,000 places for 2024-25.

โ€œThe State Government continues to push for a return to an appropriate number of State Nominated Migration Program places to meet the needs of our growing economy and housing industry,โ€ Ms McGurk said.

โ€œWe have consistently asked the Commonwealth Government to provide 10,000 places for the SNMP so we can attract the bricklayers, carpenters, electricians, plumbers, roof carpenters, cabinetmakers, glaziers, surveyors, plasterers, health care workers and other skilled workers that WA needs.โ€

Earlier this year, WA Premier Roger Cook said calls for more allocations on the migration program had been ignored.
Despite the Premier writing to the Prime Minister earlier this year requesting an increase to WAโ€™s SNMP allocation this year โ€” it remained at 2350.

โ€œAt its recent ministerial migration round-table, the Albanese Government advised it was unlikely that allocations will be increased substantially from current levels going forward,โ€ Mr Cook said.

CCIWA economist Aaron Morey said on Saturday that the Federal Government needed โ€œto heedโ€ the requests from WA for more skilled migration places.
โ€œThis is right up there with one of the key concerns of WA businesses,โ€ Mr Morey said.

โ€œBusinesses are concerned about increased costs of doing business, but they are still acutely aware of the struggle it is to get skilled workers into WA.
โ€œWe call on the Federal Government to heed the call of the State Government and respond by providing them the places that they have asked for.โ€

Ms McGurk said WA, as the โ€œengine roomโ€ of the nation, needed more skilled workers.

โ€œEveryone knows WA is the engine room of the economy and vastly different from the eastern States,โ€ she said.

โ€œWe ask the Commonwealth to restore our SNMP allocation, which allows WA to set its own priorities for skilled migration and target nomination of eligible migrants โ€” so we can get the skilled workers we so desperately need for those job vacancies that canโ€™t be filled in the current environment.โ€

WA skilled migration: 10,000 new workers approved in new deal between Federal and State governments

WA Minister for Training Simone McGurk has welcomed a revised migration program which will allow 10,000 skilled workers into the state. Credit: Andrew Ritchie/The West Australian

WA has scored a massive victory against Canberra after the Albanese Government folded and agreed to allow 10,000 overseas skilled workers to come west to help address crippling labour shortages in key areas.

In a stunning about-face, Federal Immigration Minister Andrew Giles has buckled to repeated requests from the Cook Government to increase the number of places available under a Commonwealth migration program that had slashed numbers from 8140 places in 2022-23 to just 2350 in the 2023-2024 financial year.

Earlier this year, a frustrated Roger Cook said calls for more allocations on the State Nominated Migration Program had fallen on deaf ears with the Premier revealing he had written to the Prime Minister pleading WAโ€™s case for more overseas skilled workers.
The breakthrough came earlier this week when the State and Federal Governments agreed on a new deal which will see 5000 skilled migration places available under the State Migration Program and another 5000 places under a newly established WA Designated Migration Agreement. regional and metropolitan areas to sponsor workers from overseas when standard temporary or permanent visa programs are not available.

WAโ€™s SOS for overseas skilled workers will target occupations in the Stateโ€™s beleaguered building industry such as electricians, plasterers, carpenters and joiners, plumbers, wall and floor tilers, glaziers and bricklayers. The period will be for the financial year starting on Monday, July 1.

Cardiologists, clinical psychologists, dentists, midwives, occupational therapists, registered nurses, sonographers, speech pathologists and surgeons are among the other occupations that qualify.

โ€œWestern Australia is the economic powerhouse of Australia and that makes our State an attractive place to live, work and play,โ€ Mr Cook said.

โ€œWe are committed to continuing to create quality local jobs for local people, but to keep our economy strong and build homes we need to bring in skilled workers.

โ€œMy Government is particularly focused on boosting our construction workforce to speed up delivery of homes, and this agreement with the Commonwealth sends a signal to overseas markets that Western Australia is open for business.โ€
Mr Giles said the new agreement โ€œworks to get the balance right between bringing migration back to sustainable levels and addressing labour shortfalls in key areas like healthcare and constructionโ€.

โ€œOur Government is committed to working with our counterparts to rebuild a migration system that works for all Australians, which recognises the unique skills needs and opportunities of WA,โ€ Mr Giles said. โ€œThese changes sit alongside the Governmentโ€™s efforts to bring migration back down to normal levels.โ€
The WA Government is desperate to get more skilled workers into the State, particularly in the building industry which is struggling to keep up with demands of a growing population which is set to hit three million by the end of this year.

There were just 2409 properties available for rent in Perth at the end of May, with the average rent now at $650 a week, while new figures show there are now 20,284 applications for government housing in WA.

Chamber of Commerce and Industry WA chief economist Aaron Morey said the Federal Government needed โ€œto heedโ€ requests from WA for more skilled migration places.

WA Training and Workforce Development minister Simone McGurk โ€” who has been lobbying the Commonwealth for more skilled worker places โ€” said securing places for 10,000 skilled workers would help WA โ€œfill the many positions that canโ€™t be filled locallyโ€.
โ€œOur Government has worked incredibly hard over the last 12 months to press our case that our State often runs counter-cyclical to the rest of the country and cuts to the State Nominated Migration Program were detrimental to our economy,โ€ Ms McGurk said.
