Skilled - Nominated or Sponsored (Provisional) (subclass 489) visa

Here's our case, my wife is a registered nurse with 10 years of experience here in Pinas. Her sister, a pr holder in Melbourne, will be our sponsor for the subclass 489 visa. However we are clueless about this requirement in SkillSelect : *have your skills assessed by the relevant assessing authority as suitable for your nominated occupation
does this mean that she still needs to take the bridging program in order for ANMAC to assess her skill? Even in this type of visa application? I've read in ANMAC Website that they are only assessing nurses with license given by APHRA. I know for a fact that bridging program is costly and my wife and i agreed that she doesn't necessarily need to practice her nursing profession in Oz but more than willing to get others jobs thhat doesn't require bridging program. Thanks in advance!
