U have to visit the website of each states para malaman mo kung anu anu mga requirements nila. Not all states ask for job as a requirement.

Di ko alam kung pano mo 'to na deduce at kung anong visa tinitignan mo. This is not true in all cases. Obviously, this is (only) true for a family sponsored visa route.

First, NSW 491 stream 2 (offshore) is currently closed. Only Stream 1 (onshore) has opened last week until June 26.
But let's say that applies now, it's easy to interpret what it says. You have to take note of the words "AND" and "OR" at the end of each item.
1 & 2 clearly says "AND" that means you have to satisfy both, then at number 2, it ends with "AND" and you are given 3 cases: a, b and c, each separated by "OR" so it means only one of them needs to be satisfied on top of 1 & 2 requirements to be eligible.
If you satisfy case 1, you are given again 2 conditions to meet indicated in the bullet points. But if you don't satisfy case 1, you proceed with the next options if you can satisfy one of them as indicated by "OR" in the last bullet point.
In summary, eligibility means satisfy 1 & 2 AND one of the 3 choices a, b, OR c.
