Generally, states handle their own 190 and 491 selection so no, it does not necessarily mean this applies to NSW or any other states. You have to go to their web portal as well to check their own rules. Pwedeng same, pwedeng hindi.

My concern is that, if I have EOIs for 190NSW and 491NSW, kung makareceive ba ako ng invite, will it also be automatically fall into 491? Katulad ng rules ni WA?

Yes, una, check their website for their specific rules on invitation priority in relation to the subclass. Pangalawa, kung wala sa website na malinaw na sagot, just lodge EOIs for both subclasses. Whichever invite comes first then you'll know the answer.
But if I remembered correctly, 491 is administered by the RDAs for NSW. Unlike 190, it's managed by the state itself. So, in my opinion, hiwalay yung criteria for judging nyan. Kaya walang silo/funnel/auto-select for 491 na tulad ng WA. I could be wrong.
Sa VIC naman kasi, sobrang linaw, you can only choose 190 or 491. Isa lang talaga, kasi yung ROI can only be submitted for either one.
So yeah, best to check their website. Usually naman pag wala sa website, most probably wala ganong rule. Just lodge for both subclasses. π
