For example I have a job exp, from 2016-Current.
I am able to provide 2016, 2019, 2020, 2021, 2022 ITR.
But 2017 and 2018 ITRs are missing.

Strict ba ang ACS sa payment evidence, yes. You should follow the guidelines as they instructed, else your work experience may end up not assessable due to payment evidence. Below is the screenshot of the requirement. 
On your case, it depends, ACS needs 2 forms of pay evidence for each employment experience. Iyong 2016-current mo ba under one company or different employers?
If this is under one company, I think missing 2016/2017 payslip and 2017/2018 ITR are okay only if you can add [1] SSS employment and contribution history, and [2] PAG IBIG contribution history.
Take note they need evidence from the beginning and end of each employment, but does not hurt to add more.
Just an opinion, take it with a grain of salt.
