<blockquote rel="hotshot">For those based outside the Philippines like me, here's the procedure to apply for NBI Clearance. Nag-email kasi ako sa NBI asking them kung possible mag-apply ng NBI clearance without flying back to pinas.
Here's their reply:

Good Day,
NBI clearance is now processing under it's new system. All applicants are
treated as new. Please secure and accomplish NBI form 5 at the Philipppine
Consulate General Office where you are. Attach your latest 2x2 photo.
Mail to:
MS. JULIE MACALIT
Mailed Clearance Section
National Bureau of Investigation
Taft Ave., Ermita Manila 1000
Enclose Money Order in the amount of Php200.00 Philippine currency or bank
draft which is negotiable in the Philippines payable to the NBI Director.
The following accredited banks are:
Philippine National Bank (PNB)
Hong Kong and Shanghai Bank Co. (HSBC)
ANZ (A New Zealand Bank)
Metrobank
Bank of the Philippine Islands(BPI)
NBI will mail to you the corresponding clearance certificate after it has
processed your application papers. Processing of application normally
takes a maximum(5) days excluding days of transit.
If mailed to a relative/friend in the Philippines, attached an
authorization letter authorizing him/her to transact in your behalf, a
photocopy of your passport, and an old nbi clearance for references. Tell
them to proceed to the above mentioned address for further assistance.
