Guys, dito mismo sa thread that I made (page 1, you may back read). I stated the steps.
I don't think you still need a Philippine issued international driver's license like AAP.
LTO driver's license will do even if provisional paper lang ma-issue as long as not expired.
For back-up purposes, you may proceed with the red-ribbon process which took me around 2-3 weeks based on the date stated by LTO to claim at DFA.
Anyway, for ease I will just paste it here again:
LTO PROCESS:
1.) Go the East Avenue, Diliman Quezon City LTO main branch.
2.) Secure an application form. You may locate the application window inside the chapel.
3.) After filling up the form, present your current LTO driver's license for verification.
4.) Photocopy your driver's license. Photocopying machine is located outside and attach.
4.) Proceed to cashier for payment. (Make sure your name reflects the same as application)
I paid around 495 pesos for the LTO fee. Applicants were not that much as I came there.
5.) Claim stub shall be given. This shall be presented next to DFA on specified date.
*Note: DFA schedule is set a week after
DFA PROCESS:
1.) Proceed to DFA, Aseana Roxas Boulevard. (Make sure at least 2-3 weeks after LTO process)
2.) Find the drop box for "LTO" where you will drop your LTO claim stub and proceed.
3.) Wait until name is called. The DFA shall call you using a public microphone and proceed to
designated window.
4.) You will present your ID ( I had used my LTO driver's licence ) to verify my name accurately.
5.) Wait until name is called. A window officer shall give you attached document. Check it.
This comes with an official DFA receipt.
6.) Proceed to cashier for payment of fees. This comes cheap at PHP 100 only.
7.) Wait until name is called for the claiming of your DFA authenticated certificate. This appear
as a document with red ribbon on its left most corner of the paper. Check well before you
leave DFA premises.
