Similar to SG PR, you don't reapply PR but you apply for re-entry permit (RRV in AU).
And for this statement...

...mali yata na hindi ka lalabas until mapa-approve citizenship, kase in the first place hindi ka pa eligible to apply dahil hindi mo pa name-meet yun 4 yrs residency.
If you notice most IED given is 1 yr upon visa grant. And sa site ng DIBP, may sinabi dun na your PR starts on your first entry as migrant.
Again, yun 4 yrs residency pdeng may uwi uwi ka ng PH dun, EXCEPT sa last year nun wherein ready ka na to apply for citizenship eh yun yung dapat ay nasa AU ka lang.
