That means you need not take the theory, hazard and practical tests.
I've heard of cases where some were asked to do some tests however -- based on how the officer assessed your SG DL (for example, perhaps newly issued pa lang ang SG DL mo, etc).
I had my SG DL directly converted by VicRoads.
