It doesn't help you right now, but I'm currently taking up the issue with the Australian department of employment and home affairs that manage the relationship with skill assessing authorities such as Engineers Australia that you've reference.
Some authorities like EA and ACS in particular are asking for too many documents for salary evidence. The internal guidelines for assessing authorities are they should ask for the minimum required, and not more.
 
I'll post again when I've got an update. I've been successful in getting policies changed with other assessing authorities like Vetassess in the past.
