This means highest qualification required is at least an associate degree (lower than a bachelor’s degree. It’s the Department of Education and Training through the document. - Country Education Profile (CEP). If university is listed under section 1 then qualification will be seen as equivalent to a degree in australia

But as an applicant, we do not apply directly to that institution to have the level of education determined. instead we go to assessing body and maybe they refer to the cep that you mentioned and include the AQF level in the assessment report.
