Overseas Employment Certificate (OEC) - TSS 482 Visa Holder

Hello po,

I've been reading a lot dito po sa forum about OEC. So, I'm now stressed. Kung meron po sa inyo na TSS 482 Visa holder na naka big move na sa AU, can you share po your experience. I have an assistance for Visa via immigration law firm, so granted na ung visa. Then, nagbabasa ako here sa forum, need pala po ng OEC bago maka exit sa PH. Parang base sa mga nabasa ko, since direct hire, hindi ako dumaan sa POEA. If hired kasi through agency, ung agency ung nagpprocess ng OEC. So since direct hire nga ako, need ko i-DIY ung OEC. May POLO pa na need yata puntahan or contakin ng employer sa AU to verify my employment, the outcome of which is the Endorsement Letter na need ko naman para on my side here sa Pinas maprocess ko ung OEC with POEA. Na, nakaka hassle sya talaga... Kasi I was advised by the lawyer na magresign na ko once na-grant ung visa. So nung na-grant, nagresign ako agad... then binook na ko ng employer ng flight pa-AU a month after kasi I have to still observe the 30-day notice period. Ang worry ko is, baka angtagal ng processing ng OEC dito sa side ko, tapos baka hindi pa lumabas ung OEC ko eh flight ko na... tapos wala pa ko sahod kasi resigned nako and nakahold ang last pay until clearance is processed.     Na discuss mo na ba with the employer regarding the OEC and kailangan nila na magpa verify sa POLO ng mga documents mo? If first time nila maka encounter with that, mas mabuti pa mag usap kayo ng employer mo para maintindihan nila. Coz, tulad ng experience ko, first timers ng company na maka encounter na may na employ sila na Pinoy na humingi ng POLO Verified documents for processing. Kasi sa pagkakaalam nila, once may visa ka na, good to go na. When in fact, kailangan pa ng exit documents dito sa Pilipinas.
    If they are already working on it, good for you. Patience lang konti kasi ang embassy sa Canberra sometimes walang tao (closed ang embassy dahil may nag positive last time I heard), may papasok lang para kumuha sa documents at idrop off sa post office. If you can still extend sa work mo, baka payagan ka. Based sa feedback ng mga tao mas mabuti kung di ka sa main office (NCR) kumuha ng OEC. Punta ka sa Regional offices kasi hindi by appointment ang pag file. Walk in lang ok na.
    Also, inform muna ang employer mo na baka may slight delays sa pag arrive mo dahil may exit requirements kang kailangan. Hopefully maka tulong din yung migration law firm na na-tap mo for your visa.

    @joninho, salamat. Nung ikaw sir, ilang days ang processing mo for OEC? Ininform ko na sila about it, and they are having talks na inside. Parang nag kakausap sila ng lawyers. Pero sabi ng HR contact ko, it will take them some time to collate the documents required na maverify with POLO. Ironically, ung lawyer na agent na nakuha ng company is Pinay, and apparently, wala rin syang idea daw sa OEC... pero nung I started reaching out sa kanya, andami nyang sinabi na hindi nga raw sila naghehelp pagdating OEC. Pero bakit hindi nya sinabi sakin na kailangan ng OEC, e di sana nung tinanggap ko ung offer ng company, I already have informed them na need nga pa ng OEC... nakakahassle.... sayang ung time. I accepted the offer 20 April... I could have mentioned to them na may need na OEC... :((((( Then the visa application was lodged May 3rd.... June 3rd granted na ung visa eh.... and the lawyer, she told me to resign na... oh my goodnes... This is very stressful.... The employer din kasi sa AU they are giving me accommodation for a month and they can't book the accomm kung wala akong flight... so they booked the flight next month na kasi after nga lang ng notice period ko sa current company... and for sure they will be disappointed... the waiting for the visa processing, plus the waiting for me... all costs and accommodation planned.... i am so disheartened... :( Tapos may nag ka covid pa sa Canberra.... oh dear... i kennat.... please any help, can someone enlighten me.... I have already created e-registration sa POEA, uploaded all the docs that I can on my side... ung POLO verified docs na lang talaga ang kulang... but sabi naman is inaasikaso na nila.... i don't know lang kung ano ung term nila na "it will take them sometime".... pero considering na gumastos na sila for all the visa processing, kasi kasama din wife ko... as secondary holder, siguro naman hindi nila ko bibitawan... i will just wait unemployed, is the worst case scenario.... I'm pretty sure that that Pinay agent lawyer has some idea on OEC... pero di nya lang nabanggit... baka nakalimutan.... I was asking her pa nga multiple times, waiting na lang ba ko hanggang ma grant ang visa, anong steps ang need ko on my side, meron pa bang iba... sabi nya "we will just wait until DHA processes the application".... ganon lang sya palagi... the company I'm in right now, ung pinag resign-an ko na, is a very good company.... hayyy, they have na my replacement, nag tuturn over na kami, and I guess, it's too late to retract the resignation.... i'm so ughhh... IIYAK NA LANG AKOOOO..... :(((((((

    If you want to take chance, you can consider going to SG or MY as tourist, then go to AU.
    You have to present return ticket though to PH immigration to make it legit as tourist.

    Ako nga eh. Running 3 months na ako walang trabaho. Can't risk it din kasi baka bigla lang mag sunod2 ang pag usad ng processing ko. So waiting na lang talaga ako.

    Same din ang scenario with my employer. Sabi nila 1st time na may Pinoy, na starting point ay Pinas, na nang hingi ng ganun na mga documents. Kasi sa pag intindi nila kung may visa na, good to go. Pero di nila ma gets na kasi work visa lang ang hawak natin at di Residency, subjected pa rin tayo sa laws ng Pilipinas. Sinabihan pa nga ako na baka "you're something special" kasi kailangan ko nun. Lol

    Mga 2 months din na ganun ang sabi nila. Pero nang nag tanong2x sila sa ibang employers at may nag sabi na ganun talaga process, eh di dun pa sila nag comply.

    Wag ka muna mawalan ng pag-asa. Almost there ka na. May visa na, exit requirements na lang kulang.

    Kumbaga parang akyat sa bundok. Malapit ka na sa tuktok kaya mas mahirap ang akyatan. Pero it will all be worth it.

    @jsp pwede din to, I have a friend direct hire din sya sa NZ nagtourist sya sa SG then dumiretso sya sa NZ after. Alam ko mas mabilis ung ganto compared sa kukuha ka ng exit papers from Philippines.

    Kamusta na po processing ng OEC nyo? Ask ko lang if yung contract nyo is pinadala ng company nyo (courier) to Canberra or pede scanned copies lang?

    @kayemee question po, medyo desperate na po ako makaalis ng pilipinas. Na off load po ako sa flight ko last saturday night, kasi hinanapan po ako ng OEC. Honest mistake po, since wala talaga ako alam about sa OEC, and hindi ko alam na considered na pala ako na OFW.
    Naka TSS 482 visa ako ngayon sa australia po(student before). Nag emergency vacation lang to visit parents na ma-edad na.
    Then nung nasa airport na ako, hinanapan ako ng OEC. And ayun, hindi ako pinalusot sa immigration.
    Nakaka stress sobra na rin, kasi hindi magawa ng employer na sila mismo mag process ng Verified Contract sa POLO Canberra. Then nag hihintay na rin trabaho sa australia.

    Kaya rin po ba kaya na mag SG ako or other country(with return ticket to PH), then book ako sa SG(or other country) naman ng flight ko going to australia? para sa SG na ako mag "exit"

    One of the option po yung cross country to bypass yung OEC if you want to take a chance. Pero not sure po ako if makakalusot ka since na-offload ka recently. Baka may keep track sila ng record mo.

    Hello po, may valid working visa kana nong time na bumalik ka sa Pinas? Plan ko kase umuwi pag ka kuha ko ng working visa this December buti nabasa ko eto naka idea ako about OEC. Same kase tayo ng situation. Student ako before and now nagaantay lang nga 482 visa grant. May nabasa ako na may exemption naman neto. Pwedi mag walk-in or online application.

    Nakuha ko na ang OEC ko… flight ko na sa 23 July. :)

    Need talaga ng OEC for any working visa, kahit san pumunta.

    Magjoin po kayo sa Facebook group na “How to Process POEA-OEC for Direcr-Hires”, napakalaking tulong nung mga info duon.

    Tsaka mostly sa professional applications like mga TSS482 Visa bound to AU, very smooth lang. Na-rattle lang ako nung una kasi never ko talaga inakala na after ng visa grant, meron pa palang exit clearance, which is the OEC.

    Ang maganda, dapat iset sa employer ang expectations na need ng OEC ng visa holder to exit PH, as a direct hire sa AU. Mas maigi isend sa employer ang info ng POLO Canberra for this: https://www.philembassy.org.au/latest/polo, kasi yan talaga ang need sa side nila para maprocess ang OEC dito sa Pinas ng employee. Kapag cooperative ang company, madali lang… once maverify ng POLO ang documents, madali na lang ang steps…

    May mga needs lang talagang gawin sa side ni employee, dito sa Pinas, bago mag ka OEC. It was stressful at first, but pwede naman basta nagkakaunawaan kayo ng company...

    Swerte rin siguro kasi TSS 482 Visa holder since inisponsoran na ng company ang lahat lahat, hindi na sila magggive up sa employee. May mga cases kasi na sa tagal at daming proseso dito sa Pinas, eh nileletgo na lang nila ung employee, kukuha na lang sila ng iba.

    1. Magcreate ng account sa POEA E-Registration: https://onlineservices.dmw.gov.ph//OnlineServices/POEAOnline.aspx , navigate how to create your POEA account here. Every step para makakuha ng OEC dito magstart
    2. Once naverify na ni POLO Canberra ang mga documents, iupload ang scanned copy ng mga yon sa account na ito. That's for Phase 1.
    3. Read on here: https://filipiknow.net/poea-oec-requirements-for-direct-hire/, mukhang tedious lang kasi andaming details na sinabi sa link na yan pero in a gist, ito lang sya:
    4. Phase 1 Requirements, dapat validated by POLO Canberra na ang mga to, kahit scanned copy lang, siempre kasi for uploading. Lahat ng docs iuupload sa POEA Ereg account mo... Pag kasi naverity ng POLO, tatatakan nila ang mga per page ng docs, then issend nila sa email mo ang scanned copy ng mga docs from your employer
      - Valid passport mo (siempre copy lang to kasi nasayo ang original)
      - Valid Work Visa (email lang naman talaga to na pinrint diba) so ok lang
      - Verified Employment Contract signed by you and the employer
      - Addendum to the Employment contract, signed by you and the employer
      - Additional Documents to Support Job Application: your CV/Resume, TOR, Diploma, Certificate, combined into one PDF file
      - Notarised statement of authenticity ng CV/Resume, TOR, Diploma, Certificate
      - Notarised statement on how the worker secured the job
      - Contact Details ng Employer or representative or ung signatory sa contract mo...
      - Verified Company Profile, business certificate , isama na rin ung Website > About Page

      - Certificate of Insurance
      - Medical Certificate - pero for AU bound hindi ito required kasi kasama na sa Visa application ito
    7. Upload mo ang mga naturang Phase 2 Docs.... then bibigyan ka na ng....
    8. Appointment Date -- dito mo lahat ipapakita sa Evaluator ung original docs mo. Pati ung POLO verified docs dapat nasend na sayo dito sa Pinas physically kasi hahanapin nila... Sa case ko, since hindi pa nakakarating ung docs from POLO, nag affidavit of undertaking ako at pinanotaryo na pinadala na talaga sakin and katunayan meron akong Tracking number... and pinanominate nila ako ng 3 contacts dito sa PH na magppresent ng docs sa kanila once dumating dito sa Pinas, at wala na ko kasi nasa AU na.... hassle, pero anong gagawin natin... um-OK naman to
      And sa appointment date, do not forget to bring ung Direct Hire Declaration na makikita sa EReg... pwede ifill out un, print and ipanotaryo....
      And additiona tip, lahat ng docs, iphotocopy na ng 3 kopya para sure, or even 4 copies....

Same kase tayo ng situation. Student ako before and now nagaantay lang nga 482 visa grant. May nabasa ako na may exemption naman neto. Pwedi mag walk-in or online application.

    @jeralds, STRONGLY SUGGEST na before ka umuwi dito sa Pinas, diyan mo na iprocess ang OEC sa POLO Canberra. Mas madali... para bakasyon ka na lang talaga dito. Otherwise, may big risk ng delay sa pagbalik mo.. maooffload pa kugn walang OEC.

    Di naman wet. Kahit email lang then ung pirma monlang ilagay mo dun sa baba ng each page ng contract mo. And isend sa employer. Kasama kasi un sa contract na ivverify ng POLO.

    Ung verification, iba pa un. Un lang ang need talaga para masimulan ung OEC processing sa POEA. Kasi un ang iuupload mo sa phase 1 eh. Dapat verified na para makapagphase 1 ka na.

    1. Magcreate ng account sa POEA E-Registration: https://onlineservices.dmw.gov.ph//OnlineServices/POEAOnline.aspx , navigate how to create your POEA account here. Every step para makakuha ng OEC dito magstart
    2. Once naverify na ni POLO Canberra ang mga documents, iupload ang scanned copy ng mga yon sa account na ito. That's for Phase 1.

    Hi guys, update lang sa life ko aside sa buhay pa ako, na tapos na yung POLO Verification sa wakas. Awaiting na lang ma send ang original documents sa akin for OEC processing pero nag start na akong mag upload sa online.

    Any tips kung pano ko ma reduce ang 15mb pdf ko na Supporting documents to 5mb? nag-eerror kasi eh pag inuupload ko. Sinagot lang ako ng taga help desk na na kaya ng ibang applicants so gawin ko din. Sila din pala kailangan ng help lol.

    Baka may maisheshare kayo na technical knowledge dyan. Would be very much appreciated. :)

    I had been using NitroPDF's Optimize PDF feature to reduce pdf sizes... not familiar with other pdf editing apps.
    Another method na medyo tedious is to open and import each pdf page in an image editing app (I am using GiMP) as 100 dpi image or less and export back to pdf. Then using NitroPDF combine pages that need to be in 1 file.

    6. For Phase 2 naman ito na ung mga:
      - PEOS (Pre-employment Orientation Seminar) online training lang naman to, and may quick test sa dulo, at the end, mapprint mo na certificate
      - PDOS (Pre-departure Orientation Seminar), pwede online, pwede walk-in sa Ortigas, sakin nagwalk in ako para makuha ko na agad ung certificate at the end of the seminar.
      - Certificate of Insurance
      - Medical Certificate - pero for AU bound hindi ito required kasi kasama na sa Visa application ito
    7. Upload mo ang mga naturang Phase 2 Docs.... then bibigyan ka na ng....
    8. Appointment Date -- dito mo lahat ipapakita sa Evaluator ung original docs mo. Pati ung POLO verified docs dapat nasend na sayo dito sa Pinas physically kasi hahanapin nila... Sa case ko, since hindi pa nakakarating ung docs from POLO, nag affidavit of undertaking ako at pinanotaryo na pinadala na talaga sakin and katunayan meron akong Tracking number... and pinanominate nila ako ng 3 contacts dito sa PH na magppresent ng docs sa kanila once dumating dito sa Pinas, at wala na ko kasi nasa AU na.... hassle, pero anong gagawin natin... um-OK naman to
      And sa appointment date, do not forget to bring ung Direct Hire Declaration na makikita sa EReg... pwede ifill out un, print and ipanotaryo....
      And additiona tip, lahat ng docs, iphotocopy na ng 3 kopya para sure, or even 4 copies....
    9. Bayad -- PHP6,987
    10. Makikita mo na sa E-reg account mo ung "Print OEC", print mo na on your own, 3 copies daw need.

    Hi, confirm ko lang, yung medical di na needed kasi may medical na na part sa ating visa application? Working on my Phase II na sa OEC eh. Kinda worried kasi nag expire na medical ko 2 days ago then ngayon lang na approve for Phase II ang OEC application ko. TY!

    Hi @jsp congratulations again sa pgtpos mo magprocess would like to inquire and confirm some stuff regarding the phase 1 documents, on my part i am asking the documents needed for POLO verification, but the problem is ayaw i sign ni employer yung addendum to employment contract which is the annex A with repatriation kasi daw they did not as Philippines for my employment, i was directly hired with them, i told them na its a policy of the Philippines, now i looked up online and found the ofw insurance which covers the repatriation concerns, i just tried asking them yesterday if that will suffice, so regarding this, if my employer inssists on not signing the addendum would it be better for me to do cross country? Is it perfectly legal as long as nakaalis ako ng pinas then sa AU ko ayusin yung oec?

    Hi forum,

    Update ko lang.

    Done na OEC ko. Ambilis. Mga less than 1 hr lang basta kumpleto lang yung mga documents.

    Di na rin kailangan ng mga photocopies ng documents kasi original lang kailangan, pang verify lang nila sa documents na sinubmit mo online.

    Pagkatapos ko mag bayad ng Processing Fee, may OEC na agad sa Online Services account ko. Print lang ako at least 3 copies pag punta ng airport.

    After nun, punta sa OWWA para mag bayad ng membership fee.

    Ticket at accommodation na lang mga kabayan. Salamat sa tulong dito sa forum.

    Di lang siya informative na group, nagsilbi na rin siyang support group para sa mga kabayan natin.

    Update ko lang kayo sa susunod na kabanata.
