@Moontwinks - I don't get #2; if docs is from Singapore, why send it to Pinas para ipa-notarize?
On the rest, am not sure with ACS specific requirements but when we submitted docs to CPA Australia, either it was the original or it was notarized as per DIAC specification... 🙂
