Is there an "0ffload" in the airport for Special Program visa 416?

Hi guys.Naofflod ako last year for my qatar trip.Now I have application in australia for special program visa.Ask ko lang po kung merong "offload" din na nangyayari going to Australia?Or would the visa and plane ticket enough to go to Australia?Thanks po

i think lahat naman ng countries may right to deny you entry kung may valid reason kahit na nabigyan ka na ng visa.
