Personal effects to be shipped to Australia is prohibited. How true?

Hi guys,

I just called FedEx to inquire the rates for shipping personal effects via air and the agent told that it is prohibited unless you bring it with you on your flight.

How true is this? How did you ship your personnel effects to Australia from Manila?
