IELTS Exemption during PR under Visa 186

Anyone here who applied for PR via the 186 ENS (Temporary Resident Transition stream) and got exempted from taking IELTS? Hope you can share your experience. Asking for a friend as he was exempted for IELTS during the Visa 457 application. We are wondering if he needs to take IELTS before submitting the PR application or if he can still be exempted. Thanks!
