As long as your are Accounting (not residual degrees) graduate and is paid for full time accounting work, regardless if you are a cpa or not, that is considered.

I agree with those who say that the services of a migration agent are not required. I applied by my own capacity (sariling sikap) and it wasn't that difficult. The only tedious part is getting all the documents. Once you have that, you're good to go…
