Citizenship of Father

Hi! I just want to know if it is possible for a permanent resident Parent(46 years old) in Australia to apply for citizenship including his/her permanent resident child(20 years old)? Given that the parent satisfies all the requirements of residency for citizens.

The parent is working in Australia for 12 years now and the child got his/her permanent residency grant under CHILD (Class AH) CHILD (Subclass 101) last September 2015. The child is dependent to his/her parent.
