You can try but you have to know why you were refused on those 2 occasions. You have to show that their issue for your refusal is addressed or resolved on your SV application. Give it a time as well before reapplying. Ask yourself if that time is enough for you to demonstrate to COs that your situation has changed.

A student visa is more strict in some ways than a tourist visa. You should have received a letter that states why they refused you. You'll need to address it first before you reapply with proof that your circumstances have changed.
Also don't keep reapplying or you might earn a ban. Note that refusals will affect every other visa applications from other countries that you'll apply from this point on, don't take visa applications lightly.
@Cassey ms cassey kapag ba mag aapply ng tourist visa kelangan mo ideclare na magpupunta ka to study?
Most tourist visa holders can study up to max of 3 months which is stated in your visa conditions even if you did not declare that you intend to study. 3 months is only good for short term courses. If your main purpose is to study which you wanted to declare in the application, your application could be refused. You can come as a tourist then apply for a student visa if you really wanted to study. Schools will not admit you to study if you are not holding the relevant visa.

It’s a 12 week bridging program po. I called the school to clarify about it. Ang sabi po sakin part of their selection is that the student must hold a valid visa - non student visa. Kaya di po ako makaapply for a student visa kasi i’ll be needing a COE to be able to apply. and the school can’t give me that. So I am not sure if I should be declaring that in a tourist visa.
